Retrieval-grounded answers over institutional knowledge

Every institution already has the knowledge. It is simply unreachable — spread across shared drives, WhatsApp groups, printed circulars, and the memory of two long-serving staff members.
A retrieval-grounded knowledge base changes the retrieval cost, not the knowledge. Documents are ingested, structured, scoped to departments and roles, and made answerable in natural language with citations back to the source page.
Three design decisions determine whether it works in practice. Scoping: retrieval must respect department and role boundaries, or confidential material leaks through a helpful answer. Freshness: a superseded circular must lose authority the moment it is replaced. Attribution: every answer carries its source, so staff can verify in one click instead of trusting a paragraph.
Get those right and the platform stops being a novelty. It becomes the fastest route to an accurate institutional answer — which is the only version worth deploying.
